Could they have not noticed him? Of course. In my opinion, is the episode trying hard to cheat the reveal? Absolutely. Kirk just seems to effortlessly hide (without trying) from all eyes and doesn't seem to be particularly "drunk" so that we as an audience don't suspect anything. It's a bozo comedy ep, it can do what it wants.
I stand by my original statement that there is a scene where Scott and Ortegas don't see Kirk standing right in front of them. Beyond that I claim nothing to be a fact. [Dusting hands emoji]
