The cold open with Jack killing the Titan bridge crew was chilling - and then he ended up all Winter Soldier-y later and seemed completely at a loss how he could do that. I was so glad he at least started talking to Beverly about what's going on with him. But the question remains, WHAT IS JACK? And how much does Beverly know/is responsible for? I keep feeling there's more she isn't telling anyone yet. Whatever is up with him, it's got to be why the Changelings are after him. But what do they want him for?

Yes, I have thought about that several times, but haven't mentioned it because I don't know what to make of it. Clearly, Jack can be very helpful in a fight.Beverly knows something is going on well before this. If we all remember the scene where she was injured and about to send the distress call, she had locked Jack out of the bridge and he was banging on the door trying to get in. What was that all about? Was she trying to protect herself from him?

Strange New Worlds fits what you're looking for. If it helps any, I'm not a huge SNW Fan.Something lighter and more whimsical. But I realize modern TV is different now.

Overall? I'm hard pressed to find an example that can achieve that kind of balance.
Just from the last 12 months and off the top of my head…
Ted Lasso, Hello Tomorrow, Shrinking, Ms. Marvel, She-Hulk, The Guardians of the Galaxy: Holiday Special, Russian Doll, Emily in Paris and of course Lower Decks and Strange New Worlds to round out the Star Trek side of things.
TV only tends to look all one way when a person myopically limits themselves to one kind of show. Not meaning you when I say that, or in fact the OP.
However, lightness and whimsy are alive and well on TV.
I'm referring to doing light episodes in between heavy and dark episodes... balance.
Regarding your examples...
TED LASSO - never seen it, but based on the awards it has been nominated for and won, it's a comedy. Of course it's going to be light and whimsical.
GUARDIANS OF THE GALAXY HOLIDAY SPECIAL - also comedy, and doesn't count because it was a special, not a series.
RUSSIAN DOLL - never seen it, but also everything I have heard is it's a comedy, not a drama.
SHE-HULK - never seen it, nor do I plan to based on the reviews I have heard.
HELLO TOMORROW, SHRINKING, MS. MARVEL, and EMILY ON PARIS - never heard of them.
LOWER DECKS - mainly a comedy, with some drama mixed in. Good balance.
SNW - a drama, with some comedy mixed in. Definitely a great balance.
DS9 did whimsical and light in between heavy episodes.
"FASCINATION"... right after "DEFIANT" and before the "PAST TENSE" two-parter.
"IN THE CARDS"... right after "EMPOK NOR" and before "CALL TO ARMS".
"YOU ARE CORDIALLY INVITED"... right after the season 6 occupation arc and before Dominion War kicks back again.
You can do some light in between dark, heavy stuff. It's called balance. But that was in an era where seasons were more than a dozen episodes and every episode wasn't integral to an overarching plot.
However, as stated above, SNW does it. But then that's also not a season arc based show.
So PICARD definitely won't be able to do it.
