So we have 30 votes for and 20 votes against, for 50 delegates, apparently. The UFP has eight votes by itself (5-3), Ni'Var (Federation member) has six (3-3), three votes each for Andoria (2-1), Trill (Federation member, 2-1), the Ferengi Alliance (1-2), and the Hornish (2-1), and two votes each for Ckaptir (Against), Schlerm (Against), Facian (1-1), Cardassia (1-1), Osnullus (For), Deakohn (For), Sarrotheyn (For), Insectoid (For), and Lurian (For). Kwejian, Aammazaran, Risa, United Earth and Titan, Orion, and Alshain all vote singularly, the first three against, and the second three for.

It's odd that the UFP seems to be in charge of 17 votes out of fifty, and probably more (only Andoria, Orion, United Earth, Alshain, Kwejian, and probably Risa are not Federation members. Many others, particularly Osnullus, Cardassia, and [Xindi-]Insectoid, are most likely Federation members).
 
It does make me wonder if the other Xindi species went extinct or chose not to attend the meeting because of longstanding tensions with the Insectoids.

The Insectoids are using the general Xindi emblem (rotated 180°), so either they are the last surviving Xindi (either by extinction or the other species just left), or the Xindi maybe use different rotations to represent different factions. We can presume the Xindi are or were Federation members based on Daniels' comment back in Enterprise. Maybe the Insectoids left (/were exiled from) the Xindi and took their emblem with them, and the (other) Xindi are off doing their own thing somewhere else.

The "For Action" screen filled up, so it's possible there are more than 30 votes For, and the others are just not shown onscreen because President Rillak didn't scroll down. The Insectoids being all about Burnham's peaceful strategy is an interesting development, if it was thought through at all.

The lack of Tellarites or Kelpiens might mean something, since we see multiple Federation members given their own vote. I'm not going to speculate on the lack of tons of other popular aliens ("Where are the Klingons?! Part 25"), just that those two seem to be in regular contact with the Federation in the 32nd century and aren't present now.
 
We never saw the Denobulan cultural or planetary symbol so they were also missing unless they were on one of those readouts and I didn't see them.

Per John Billingsley's supposition about life on Denobula, I imagine most Denobulans don't leave their homeworld, and when the Burn happened, they probably remained isolationist themselves and left the Federation (or never joined) in the mass exodus with the other 90% of Federation members. Maybe they've been contacted, maybe not, but they're probably living a relatively peaceful life in isolation.
 
Are Adira and Gray off the show? Sounded like Gray was headed to Trill to study…but Adira was planning on returning?

‪‪I don’t think Gray is off the show permanently, but his role will be reduced to frequent guest star this season, instead of recurring character, and Adira is coming back next episode, they said they’d see them in a week.

Everyone is leaving, including both writers' and fan favorites. This is a really odd sign. Maybe they're jumping ship to the Starfleet Academy show, or maybe there's something big happening soon that necessitates most of the cast being off-ship and having to reunite later or in Season 5. Is the Discovery going to be destroyed? Are we going to see dozens and dozens of unnecessary deaths? Methinks the First Contact with 10-C won't go so well.

That only happened because she traveled through time along side traveling between dimensions.

And because the Mirror Dimension had moved a lot father away from the Prime Dimension.

More likely answer is there's nothing for those characters to do and covid restrictions make keeping them around for just the occasional background comment a monetary drain they can't afford.

At a minimum the Federation would get one vote for every member. But as Vulcan gets 6 votes, I guess votes are based on population. So, like the US House of Representatives. The smallest (not destroyed) populated planet gets 1 vote, and the others get multiples based on population.

Why the hell did Burnham get a UFP vote? At least Book could be considered a planetary representative.
 
So...are there survivors in sufficient numbers in other systems to constitute a preserved star nation? It seems that the answer to that question is a pre-emptive "yes".

The makeup of the assembly is unclear. Burnham's vote (one of eight attributed to "United Federation of Planets" but no division of it) might be a vote awarded to Starfleet (and she voting in proxy for Fleet Admiral Vance) or one given to her by President Rillak to remain neutral or whatever. Per a few episodes ago, she's also a member of an independent committee to review member world concerns or something, so she has a level of power above other Starfleet captains, especially given her close relationship to Ni'Var, Earth, the Federation, Trill, the Alshain, Kwejian, Orion...

Book is a refugee, but also introduced himself as the "Melai'Zhai" (Speaker of the Dead) for Kwejian. It could be that President Rillak gave him (and others?) a vote to account for the victims of the anomaly, even if he was representing a constituency of one.

The Assembly was formed by Rillak to voice the concerns of "all four quadrants" (even if we don't recognize any Delta or Gamma powers in the group), and given her relationship with Burnham (and, I guess, Booker), all the votes are delegate-preference and not specifically tied to any polity. The Eight UFP votes (including Burnham and maybe Rillak) are high-up Starfleet and Federation officials who aren't acting in support of their original government. The six Ni'Var officials are Vulcans, Romulans, and Vulcano-Romulans who are representing Ni'Var (Burnham is also a Ni'Var citizen, probably, but she's representing the UFP as a Starfleet Captain). No one from Tellar Prime or Kaminar showed up, or they were delayed before the assembly.

It's vote is probably non-binding on non-members (and maybe non-binding on everybody, just a suggestive vote on their next course of action), but will give Starfleet the go ahead to attempt first contact and prevent anyone from attempting to destroy the anomaly, in the outside chance that someone might do such a thing.
 
I think you guys are overthinking the vote. Most likely the scriptwriters gave the vfx team no real direction besides who won. I'm guessing they cut/pasted sovereign states multiple times because they ran out of time for more unique logos. Not to mention seeming typos.

What a bore. Some concepts could be great, but the episode would be in dire need of a full rewrite, as it is I found it long, boring and overly preachy, not to mention quite obvious. Nice “ending” though, even if it’s more a beginning of the next one.

Good points: the federation is more open to the idea of more diverse forms of life, also nice to see some progress in reintegrating earth. Also the idea of wanting to move to different universes is interesting, I hope they know what to do with it.

Who else are they going to find to represent Kweijian at a moments notice.

It hasn't been very long since Kweijian got obliterated by the DMA.

It's going to take time to find other Kweijian ex-pats who were off-world, and Booker had literal first hand experience with the DMA and survived to tell the tale.
