He's an "expert" in the usual fannish way that he knows tons of trivia, lots of fan-handed myths, and thinks he can play arbiter of what TrueTrek™ is. He's in that D-list class of fans who've made enough noise to be an easy go-to for people looking for someone who appears to know his way around the franchise.

Seven of Nine's Borg Nano-Probes able to help revive Neelix many hours after death?

In the episode Mortal Coil, Neelix was revived 18 hrs after death.

Seven of Nine states her Nano-Probe techniques can revive people up to 73 hrs after death.

I would assume StarFleet medical would study her medical revival techniques and use it throughout StarFleet/UFP.

Why can't they just take the 3x Dead officers to the SickBay and use Nano-Probe treatments to revive them?

Short of missing your head, your brain matter turned into goo, removed, or scrambled like eggs, or missing out right, you should be able to revive a person with Nano-Probes?

Boo!!! The 32nd Century sucks, Nano-Probes could've saved Command Nalas, but nooo, outlawing it just to meet some pencil pusher's requirement because of ____ reasoning to justify the technological ban.

I'm sure the folks on Kweijan would've loved to live, if you had time travel and time communicator tech that wasn't "Banned", you can early warn and evacuate Kweijan.

Drama killer. Death scenes are money.
 
Plus Borg nanotechnology could have been lost in the centuries since the 24th century series even if they hadn't been outlawed. 800 years is a long time and certain technologies could have been lost, forgotten, classified or prohibited with successive bureaucracies and leaders coming to power in both Starfleet and the Federation.
 
We're talking about the same Robert Meyer Burnett who worked on Axanar for a time, first as editor to Prelude and then afterwards as director-to-be for the main film?
 
Then decapitate the man & smoosh his head.

Then you have nothing to revive.

Just because you have the Nano-Probe solution, doesn't mean it can fix everything.

There are many scenarios where you are definitively dead with no ways of revival.

I listed some of them above.

So those "Get out of Death Cards" only apply to characters they don't want to kill.

If you're not a main cast member or recurring cast member, those cards shall never be used.

Many are one time only. But yeah, main characters have an entire deck of "Get out of Death Cards" goes with being a main character. Random extra, not so much. It's not rocket surgery.

When you've reached reliable and ludicrous superluminal speeds in the Start Trek universe, what's the drive to fix something that isn't broken?

What's the drive for a fleet of explorers to go faster and further?

Not as odd as that brief time Riker was able to speak telepathically to Troi which seemed to get forgotten about after Farpoint

I bet they did that all the time once they had kids...
