Yes, that is the argument. Although in Raven, Voyager s04e05, Seven of Nine didn't know that she was a lesbian yet, and frankly she shouldn't have known if was straight yet either, but it was the 90s and Berman was very homophobic.

Voyager was way better then Picard. Picard felt like a rushed job from the writing to the sets to the crappy cgi.
"Crappy"? Yeah, Riker's armada was lazy copy-and-paste but the CGI in Seaaon 1 was "crappy"? Disappointing choices = / = crappy.
It was bad. The final episode looks so rushed and the Starfleet Armada looks terrible. I've seen better fan made amateur effect on YouTube. I can't believe this was a professional production. Once scene at the planet they went to rescue Maddox they actually used miniature Christmas lights adorned on the ceiling and walls. It looked like something you would see on a cheap soap opera. The miniature light thing is big with set directors today and is a lazy way to make sets supposedly pop. Lol
I imagine if you looked into it, a lot of sets and props are reworked ordinary objects, to save time and cost, which makes sense. I for one had no issues with the look of Picard.
Cost cutting measures are not new to TV production, especially Star Trek. Looking at you TOS. The armada may be all the same ship but that doesn't make it terrible. Seriously, at this point I think people just need a reason to complain.
