I suppose that's better but they can still be lethal, especially at close range.Thematically, I believe it was supposed to represent Frank moving beyond vengeance as a motivator and instead choosing to be a protector. That's why he chose to save the little girl instead of going after Ma Gnucci. Frank went through a "rubber bullets" phase in the comics, and I wouldn't be surprised if that's what we get in the Spider-Man movie.
