Not now that they are pulling back on it, but season one had several opportunities to subtly show that the Klingons had a diverse look but they chose not to for whatever reason. With the runners stating that Klingons were bald now due to sensory pits on their noggins, it was reasonable to assume that DISCO Klingons were uniform. Thankfully, they have seen the light.But, there is no reason to assume that Discovery represented all Klingons at the time.

(Also, I don't remember the klingons shaving in TOS' "Errand of Mercy", so that tradition must have faded waaaay faster. Fashion...)
We tend to forget that the Klingons depicted on screen are a tiny percentage of an actual race. Not sure why congruence of all cultural ideals should be expected to be adhered to by every member.Or shaving is a tradition that not everyone follows. We have seen examples (intentional and otherwise) of certain Klingon customs and ideas not being followed by every member.
I think Fuller wanted them bald and he wanted it to be a biological aspect. The whole ‘Kahless wartime shaving thing’ is retconning, but I don’t care... Precisely so. Not everything needs an explanation nor will any explanation satisfy all.They were already at war with each other. That's why T'Kuvma needed to unify the houses in the first place. Now that L'Rell stopped the war and unified them all in one go, they have no enemies left.
I am, in fact, joking because I don't think this needs a thorough explanation at all. Every society has fashions, memes and traditions that come and go. Even the angry serious barbaric ones. But for anyone who truly feels the need for an explanation, it works just fine.
