SHAME!
Yeah I really didn't like the first Fair Haven episode, so I was annoyed when I saw that another one was coming. Spirit Folk, though, is easily a contender for the worst episode of VOY.
I think the problem of leaving the holodeck on all the time was started in Fair Haven, yet in this episode, even though the program was malfunctioning, they
still decided to leave it on, because they'd grown so attached to the damn place. The stereotypical Irish setting was awful as well, with no interesting characters to keep me interested in any of the crap going down.
The two episodes are poorly placed in the season as well. In Pathfinder, we saw Barclay suffering a relapse of holodiction, which was seen as something that needed to be helped with. Then along comes Fair Haven not too long after, where the VOY crew are there all the time, and Janeway falls for a (very dull) hologram. It doesn't make sense.
They shouldn't have been using the holodeck anyway in the Delta Quadrant where resources are harder to come by, but that's a different game.
