Yes. The more this circles my brain, the more I like it and the more sense it makes.
The idea of Eleven showing up at Stormcage to spring River and he has Pelia in tow really fucking amuses me, because River might be like, "You idiot, she looks like me!" and Pelia might be like, "Oh, he has a type," and Eleven would be completely clueless why any of this is a problem.
I also like Two, Jamie, and Zoe. And don't come a-knockin' when the TARDIS is a-rockin'.

wasnt there a episode of doctor who 2023 aka doctor who 2005 i forget which resent season it was and i think they were on a space ship and the 15th doctor mentioned the enterprise being real after his companion said something about how being on the ship reminded her of star trek

I personally think it makes the most sense for 'Pelia's Doctor' to either be Fourteen, Fifteen, or one of the 9 known 'Timeless Children' Doctors because
1) 14 has no permanent Companions and could also go on any number of adventures due to the fact that he's not tied to or burdened by anything
2) we don't know what 15 did between leaving UNIT Tower and meeting Ruby
3) we know virtually nothing about any of the 'Timeless Children' Doctors

It could be pretty much any Doctor, there are gaps in all of their timelines where they could have had adventures with Pelia.
