As mentioned previously in the thread Batman continuity and characters will be retained with Bruce Wayne the sole Batman now and Dick returning to his role of Nightwing but in a redesigned costume and operating in Gotham City. "Batman, Inc" will be continuing it's second arc until August then be on hiatus until some point next year.
^ Broc the "Superman: Man of Tomorrow" book is the George Perez book....and Batman, Inc is continuing NEXT year which means that the relaunch books featuring Bruce as Batman could take place after it.

That doesn't explain Batwing #1 (featuring the Batman of Africa) being released in September. It seems clear that there will still be multiple people named Batman. Bruce is just re-taking the identity for Gotham.

And the name of the book is "Batwing" not the Batman of Africa. My understanding is that they're taking on the name of Batman (though, they might use both their original name and Batman). The Batman of Africa is introduced in issue #5 of Batman, Inc., and he's going to get his own book in September.
