In case anyone wanted to stick to the subject, ran across this article which says that Gunn is making the DCOU projects really all about teams (or "squads ").

It makes sense, if they aren't going full MCU production wise, but want to have an entire DC universe on hand.

This allows the general audience to jump right in. And they can determine later by buzz if any individual needs special attention
