I think of it as them starting out with a smaller cohort just to test things out before really ramping up recruitment.

This could work, provided they do a ramp up for Season 2. That said, if anything, I'd expect the budget to be smaller, given the realities of this era of Trek, so adding a bunch of additional cadets in the background (real or digital) might be a bridge too far.
 
Or theyre using Human standards as a bare minimum.
Or most of their Academy Students are similar enough to Humans in terms of basic biology that Human Standards are a "Good Enough" average.

Although it makes no sense for Android / Photonic life forms to even care about Organic Physical Capability standards given the nature of their Physical form is programmed / designed.
If anything they should be seeing a Mechanical / Engineering specialist to tune their Physical Capability like a Sports Car and test their Physical form to it's limits.

Sam was presumably doing the class as part of her "doing what a regular young adult does" mission.

Given humans are on the lower end of physical capabilities compared to most other alien species thats pretty much the opposite of how things should actually be.
 
While I understand the real-world, casting-related reasons for not doing this, photonic beings are effectively shapeshifters, aren't they? I mean, what's stopping Sam from changing her projection (and its capabilities) at any time?

Well she does utilize that in this episode.

I’m guessing she chose the form used every day

Theoretically, Vulcans & Klingons should be stronger than Humans on average, but from what we're seeing, they don't seem to be showing much meaningful biological performance differences from the cadets shown.

Heck, Jay-Den Kraag is the least intimidating Klingon this side of Alexander Rozhenko.

Caleb Mir is the most jacked out of the boys by a good margin.

Yeah, that's a pretty wild combination. One of these serve disgusting mollusks in alcoholic broth, livers from force-fed, tortured animals, and the other.... sorry, where were we...?
