Because TOS was weirdly experimental. When it worked, it really worked. Which I’d say 30-40 episodes really worked. Which is a pretty good percentage.
It's like the first season of SNL. You watch that shit now, a lot of it is...not good. But what makes it live forever in people's hearts are the moments that were transcendently great.

When your overriding aim is consistency and predictability - giving people what you're sure will attract them and keep them every week, because that was the old network model - the best that you can hope for over time is comfortable mediocrity.

I'm going to be honest here. There was a time when TNG and 90210 were on the air the same time and in the LA area aired at 8:00 and 9:00 respectively on Wednesday night, and my girlfriend at the time and I would make an evening of it. And, yes, it was teen drama. And, yes, some of it was very silly. And yet at the same time, some of it was very compelling stuff.

I remember people writing off Veronica Mars making the exact same 90210 comparison, but Veronica Mars is nothing like 90210. Neither will be Starfleet Academy. The people making the comparison are grasping at straws to confirm their preconceived biases and notions, same as always.
 
TOS isn't my favorite Trek, but I'd say there are 16 great episodes, 39 good ones, and 24 bad ones.

Though the ratio would be much, much better without considering Season 3 (which is probably the single-worst season of Trek).
