Wouldn't make sense, continuity wise since it seems like Kirk didn't meet Garth of Izar until the episode he is in.
Considering the way SNW likes to play in the razor-thin margins of "They never explicitly said X!" when it comes to TOS, I'm sure they could work it out.
why wouldn't that make sense? You can hire someone based on their reputation. Kirk already knows who Garth is.
He knows who is but I get the impression they didn't know each other on a personal or even working level. Mostly just from reputation. I suppose one could do it so that Garth wrote a letter of recommendation for anyone who wants to hire Piper and I suppose that might work as a nice reference but I don't see how it makes for good Drama. You would still be left with having to build a backstory and personality for Piper to make him interesting, just like with any new character.
Why would requesting a CMO involve Garth?
Why would Kirk have to meet Garth to request his former CMO be assigned to the Enterprise?
Yeah, let's keep the whole Garth thing out of the mix. Too much unfortunate stigma on that character anymore.
And I like the character, but Alec Peters peed in that pool pretty badly and tainted the swim for all of us.

I agree that using Garth doesn't make much sense. I wasn't thinking though of them meeting. More along the lines of Kirk looking at Piper's resume and noticing that Garth, who was his former commanding officer, putting in a letter of recommendation for anyone who is looking for a CMO.
On a side note, I can't believe we're already eleven years past that disaster.

They already have, going as far back as DSC (S1 E5 "Choose Your Pain").They shouldn't avoid Garth because of Axanar, they should mention Garth just long enough to state some specific detail that is completely at odds with Axanar just to stick it to him.
Garth was one of the most highly decorated officers in Starfleet history and they had the opportunity to demonstrate that here in a subtle way that you just described. And yet...
