The other Doctor is so far who he was from Voyager too though. He spent centuries with an alien society, he was not exactly deactivated during all that time.So many years have passed that The Doctor should be far removed from the person he was even in Prodigy. One value with going with the other Doctor is in theory you might get one who is actually closer to the EMH we knew for the exact reason that he didn't go through that growth. Though it would be great to see both versions interact with each other. In fact we could see many versions of the EMH. To point where they are even a community.
