If you were a Thermian watching the original series broadcast, you'd probably scale the exterior based on the shots showing shuttlecraft in the hangar deck, which is obviously larger than 289m (you can see the difference in TOS-R, where the shuttlecraft are considerably larger within the hangar deck of a 289m digital model) -- because of this I'm cool with a larger original ship.There's long been fan arguments based on the sizes of the sets that the TOS Enterprise works much better at a size of around 400-450m than 289m.

Having worked with cement recently I can say that wet cement is not a bad color for something you want to be reliable, sturdy, and lasts a while.
