There's just nowhere to go with it. Say they did bring him back. He's not going to save the day. He's not going to realistically contribute to the ongoing storyline. It would only be a distraction from the main story line, which is a closure to an era of Trek that isn't his.
I say that as someone whose favorite Captain is Shatner's Kirk.
