It's almost like they're a organization practiced in deceit and subterfuge or something.I wonder if Kirk emerging from the Nexus in the 24th century was covered up or if he was given a ceremonial funeral by Starfleet. Regardless it looks like the grave robbing Section 31 stole his remains to keep them as a ghoulish exhibit. Amazing how they managed to make off with both Kirk and Picard's bodies without anyone noticing.
