We know from Ready Room interviews that the episodes are scripted individually and that each director is given a block of two episodes to shoot. They don't just have a 10 hour script to film as one big whole and then chop into bits, no.That all depends on whether they are shooting one episode at a time, or the whole season at once?
I know. But that's not what the other guy was talking about. He implied that each episode had hours of material to be chopped down to episode length, which is not how it works.Each scene is shot from multiple angles, each angle for a few takes, it’s really easy to accumulate hours of shot material.

We don't know that the Confederation's La Sirena has an EMH, and I'm not sure the ship is fully repaired anyway. What we did need, though, was a scene showing that they had tried and failed to get hold of Jurati, because not having her medical skills available to operate the biobed and equipment on La Sirena is the reason they went to the clinic instead, but that wasn't made clear until they got there. In the scene on the ground after Picard's accident, they seemed to already know that Jurati was AWOL, which shouldn't have been the case. A connecting scene would have made it clearer that the clinic was a last resort.
