Picard writers are being smart(or chicken?) and are avoiding them at all costs in order to not conflict with Disco Klingon visual style. Worf did make an appearance as a flashback still shot, where he looked exactly as he did in TNG, but I'm sure they don't want to have any live/moving Klingons show up to conflict visually with Discovery.Where are the Klingons?
