We can assume its for abandoning the Romulans but I suspect it is for something he has yet to do.

Possibly connected to the big secret and what he chooses to do about it once he knows.

The finale should end with Picard back at the Chateau. It's night, he goes to bed and when he's asleep, Number One, lying on the floor by the bed will look up and say with John de Lancie's voice "bonne nuit, mon capitaine."

I think they should do a scene at a Federation unemployment office. That way they can put every actor whose ever appeared in Trek in that line and can say they made an appearance.

My guess, since Picard has been renewed for Season 2, and did so (I think?) before the last episodes were filmed, that you'll have a scene in the last Episode where Picard is either sitting comfortable having succeeded in whatever his goal was, or has failed, or otherwise, and like in AGT..the last sequence will see him flashed into the Q courtroom, and Q will simply say something like..."Hello Jean Luc...."

Well so much of this series, so far, has been at least somewhat related to AGT, so it's not too much of a mental stretch to think that the antagonist of AGT would show up...
