Picard writers are being smart(or chicken?) and are avoiding them at all costs in order to not conflict with Disco Klingon visual style. Worf did make an appearance as a flashback still shot, where he looked exactly as he did in TNG, but I'm sure they don't want to have any live/moving Klingons show up to conflict visually with Discovery.

Star Trek: Picard is the first series not to feature an appearance by Klingons. Enterprise and Discovery both started off with Klingons before we even saw humans. They've shown up in 12 out of 13 films. They even showed up in that episode of Webster. They're a key Trek race, but it's nice to have a little bit of a break for a minute.

Of course, All Good Things was used as a template to develop this series, and the Klingons' relationship with the Romulans was a major factor in that timeline. They'll show up soon, I presume.
