China controls the production of rare Earth elements, which are essential for most of modern technology.

What would be the point?
Why do humans do most things? To see if they can. What's the point of Star Trek? Of art? Of cars and all manner of technology? None of these things actual serve a purpose at times or contribute to humanity's actual survival. Yet, we spend our time in mindless activities just to see if we can.

So, the point is because humans can.

Weird but possibly tangentially connected question... does everybody where the Borg babies seen in Q Who? actually come from?
 
Hey, the Borg assimilate EVERYTHING. They don't just leave the newborns of a Planet whose population they've just assimilated behind - it would be a waste of biological material. ;)
I think I kind of forgot about Collective from Voyager with all the Borg kids in the maturation chambers. And Seven's own recollection on how she was placed in one when she tried to discuss parenting with Samantha Wildman. I guess I have no excuse :D

I sometimes get the impression that the writers make up these kinds of things on the spot without much if any thinking ahead.

True. And sometimes it works out in the end, sometimes it doesn't. I mean, the whole thing about the Vorta being clones like the Jem'Hadar was a last minute addition to let Jeffrey Combs play Weyoun again and it went on to become their single most defining characteristic.

It got me wondering whether it was going to be a "Who killed Kenny?!" kind of thing from South Park. "Who killed Weyoun?!"

Yes, plus it allowed the "female" changeling to say: "Just kill them all and replace them with (new) clones with a fresh perspective!" or something to that effect.
