After seeing what Micheal went through in her 6 Jumps that we saw, yes, I would say Mom's dead. (They should have at least had her wearing the de-powered time crystal suit because then they could say there was just enough residual power for Life Support when she was pulled back.
That's where Section 31 got the nanites from, or reverse engineered them.
At least in the other universe humans put AI in their place and shackled them to do only what they want.
I could see that having been what happened. Section 31 recovers Borg nanoprobes from the site of the Arctic research station in 2153 and spends decades studying the technology, within 100 years coming up with a less sophisticated but still dangerous version of nanites that eventually results in AI taking over Control.
All the records were classified starting during the Archer era and by the time of DSC were buried along with other hypersensitive information related to the Discovery and Control.

AI and programming often reflects the personality of those who program it. Especially in Star Trek universe.

I used the original book for a book report for 4 years in a row in school (5,6,7 and 8th grade). I changed it a little each year as I understood more. All "A"s.
Good choice. Solid story there, at least in the first novel the 2nd and 3rd one get a bit dodgy and in the last novel they kill Colossus only for it to say it was trying to help protect Earth from aliens.
M5 was clearly the last gasp of AI in that era and probably okayed by Starfleet and the Federation because it was Dr. Richard Daystrom's creation and not a faceless agency's. Sadly Daystrom was an emotionally-unstable man who impressed his own memory engrams and patterns of thinking on a computer that could control the most advanced spacecraft ever built by human hands.
Yeah, I got that... Computers are rarely equipped with dicks, assuming you discount the ones using them that is.

Time is likely the one thing humanity will fall short of.
Not at the rate technology continues to expand.
