Personally not a fan of them throwing in a line trying to explain it, but whatever. Hopefully that's it and we all just move on now.

So the big head is supposedly still there under all that hair.
The war excuse doesn't stand up to much scrutiny. Every single Klingon in season one is bald, including flashbacks and alternate universes.They were all at war with each other. I guess you could hand-wave it away as everyone already had shaved heads because there was a civil war going on
It's called bad writing and a clumsy in-series retcon. Bryan Fuller's idea wasn't very good and now the producers are attempting damage control.

I just watched it now, and as Nerys Myk mentioned, she doesn't say that it's a season 1 cowl. She just says that she still wears a cowl under the hair.Not sure about that myself, but that's what she said.
