It was mentioned that the Picard Series was to be shot in California and not in Toronto where Discovery shoots. So him being at Paramount makes some sense. Also they are still at the planing stages and my just be using the offices there, not a studio.

If they have any sense they won't want to emulate Discovery in any way.In the same way Discovery has given the TOS era a lick of paint, this new Picard series will update the TNG era.
