Would Seven of Nine make a good first officer for Harry Kim (post - Voyager, on a Starfleet ship)?

I think it is fair to assume that Harry Kim would get promoted pretty quickly after Voyager returned home (it would be fair to him, in - universe). Also, based on Voyager, Seven joining Starfleet is something pretty likely. And they are certainly friends and work well together. So, do you think that Seven would be a good first officer under Harry? It would be more likely to be on a less important and smaller ship than Voyager, I think.

Harry was pretty deserving of promotion after seven years of service in the DQ. If Seven were to join Starfleet it would only be fair for her to go through some kind of accelerated academy regimen. So at least a year or two of training to Ensign. Then another couple years of moving up the ranks. She could conceivably be first officer 5+ years after returning to the AQ under Harry who also would have been moving up the ranks during this time. If she could be a good first officer under the antagonistic Shaw, which he admitted, she'd certainly do well working with Harry.

Tapestry Picard, the little we saw of him, was told he was risk averse. Satisfied with the status quo. A fine officer with no drive. Harry certainly wasn't the most reckless person on the ship but he was always striving to improve himself and had plenty of ambition.

Because multiple people comment that Harry is an outstanding officer who exceeds expectations. Janeway might have been blowing sunshine up Harry's rear end in "Twisted", but in "Shattered", Chakotay commends Harry to Y1 Janeway. He had no reason to lie.

From the look of things, Harry is still a ○○ lieutenant in PRO (2383 AD), which is set five years later. This suggests that Harry's long ensignhood and his reprimand (which he could have fought but probably didn't because he was totally Janeway cult) could have slowed his advancement at first. But by 2395-2401 AD, it seems likely that he was a captain, even if he wasn't seen in PIC S3. And since he was born in 2349 and officers probably regularly serve into their 80's or even later, that's still several decades for him to advance through the flag ranks.

Regarding the OP's question... yes. Harry has known Seven for years, so he would not be taken aback by her occasional prickliness. Also, her knowledge of astrometrics and other sciences would fit will with his knowledge of Starfleet operations and technology.

I agree with @Dukhat : she should not have been Starfleet.

On the other hand, she might be the perfect person to be alongside him, to relieve him of command when he starts doing stupid stuff.

Yes, after a thousand years of Starfleet officers, headquartered on Earth for most of that time.

It's one of the mysteries of the universe. But the "eternal ensign" crowd is a powerful force in the fandom. So powerful, I still believe, that the decision to omit Harry from PRO and PIC, and only feature alternate versions of him in LD, was made to placate them.

I'm fine with Harry getting promoted to Lieutenant.

Given what we see of him, I have more reservations about the idea of him becoming a captain unless he does some serious growing up post-VOY.

He was still a lieutenant five years after Voyager's return, probably a result of his long ensignhood and that reprimand. Unlike Riker, who shot from ensign to Commander in under six years, Harry's career started slowly. Figuring he was a captain in 2401 (when PIC took place), he'd have been 52 years old by then, with 30 years in Starfleet. Plenty of opportunity to mature.
