Maybe the Gorkon-Azetbur regime has fallen into disfavor?

In my mind something disastrous happened during Azetbur's regime that both delayed the peace process and led to the rule that women could no longer serve on the Council. Either she screwed up horribly or else she became the scapegoat for some horrible tragedy.
