Why is there a statue of Chang in the Klingon hall of warriors?

...Basically the same as A answering "I know I know I know - King Tut!" in Wheel of Fortune, and B deducing that the United States is ruled by pharaohs?

Everything he did was in direct violation of Klingon custom and honor. He conspired, behind the scenes, to have Gorkon assassinated. Klingons just don't do that.
Have you SEEN TOS lately? Klingons did that sort of thing in every appearance. Treachery was their basic M.O.
Maybe the Gorkon-Azetbur regime has fallen into disfavor?
In my mind something disastrous happened during Azetbur's regime that both delayed the peace process and led to the rule that women could no longer serve on the Council. Either she screwed up horribly or else she became the scapegoat for some horrible tragedy.
