One of the things I liked about DS9 was that they broke away from the standard Captain/Starship formula and did something different by setting the show on a space station and thereby created the opportunity to tell different kinds of stories than could be told on TNG. That is also one of the things I like about Discovery-- it breaks away from the standard (and tired) formula Trek formula in favor of something different. Making Burnham Captain would turn the show into just another Trek show like the rest without anything to really distinguish it from the rest.
