I always interpreted that scene as being when Tom first arrived at the station. If he had previously been there, surely he'd have already seen Voyager? Plus in the next scene he's in Quark's, so he clearly went aboard DS9 first.
There are many reasons why slow transportation would appeal to people - when the experience is the point, not the destination (cruises), when it's not an emergency (energy/resource saving), when you need a few moments to gather your thoughts or recharge as you transition from one environment to another (from the stress of work/school to the comforts of home, from a romantic date to home for bedtime, from an emotionally draining experience, such as visiting a sick friend in the hospital, to the sanctuary of home).
You can read, or watch the scenery, or make a spur of the moment stop on the way, say if you ride by your favorite restaurant and decide to enjoy the atmosphere and fresh food. You could birdwatch, or strike up a conversation with a stranger - things you wouldn't have time for if you zap yourself to your destination instantly.

Tank Treads: better contact patch, larger surface area, could be more useful in certain situations that wheels aren't suited for.
This thread reminded me of the floating car or something like that in STNG 'All Good Things...', wasn't there something like that floating around the university Data worked in?
People go on cruises, when flying is quicker, folks like to drive when the train is quicker and cheaper. Some folks (the well off), still uses horses for pleasure.
I can see all modes of transport being on offer for tourism, personal and business reasons. The transporter in some places will add to the mix, not eliminate whats already there.
In STB on the Yorktown starbase there were personal transporters, flying shuttles and a railway line.

I think it'll be more than just people beaming everywhere. There will always be those who don't trust transporters, or just like to take mass transit, or even have their own personal vehicles (which we sure see a lot of in STID).
I like to think that most urban transportation will be like this episode of Mega Engineering:

As for oceanic cruise ships, we have actually seen these depicted in canon, look:
I am not sure if the ship above is a civilian ship or not, though I think that it is highly likely to be as it does not bare any recognisable Starfleet markings. I wonder if a model of this will ever be released?
Here is another example of an ocean based cruise ship in Star Trek, I do not believe that this is the same ship as depicted above, it almost looks ‘naval’ in design:

Considering that was seen on 32nd century Earth when Earth was not a member of the Federation, it most certainly would not be a Starfleet ship.
Oh, I thought that these shots were also used in Picard as well as Disco.
At least it proves that cruise liners exist well in to the 32nd century.
I wonder if they have petrol still or did they change all the classic cars to be electric or something. Like Kirk's dad's car or let's say Voyager still has that truck they found in space. Can the replicator just give you a jerry of petrol?
