I think the cast is kept at a healthy size just so that people can be killed off more easily. I mean if you think of when the show started, it was: Rick, Lori, Carl, Shane, Morgan, Duane, Glenn, Andrea, Amy, Dale, T-Dog, Carol, Ed, Sophia, Daryl, Merle, Jim, Jacqui, and the Morales family (4). That's more than we have now, and they managed. I think we can guarantee a death by season's end.

Probably a bit of a stretch to call Morgan, Duane and Merle cast members in the first season. They were in one episode each right?

It's more about manpower than machines. Lack of a "front" to fight on. The rapid growth of the zombie "forces" catching us off guard.
Still, there should be a lot of military bases out there still viable.
