Spoilers The Ships of Lower Decks

There's the Appalachia-class from Star Trek Online, which is a sort of post-Steamrunner using the same general arrangement... I'm not a massive fan of most STO designs but I like this one.

It's interesting that Mariner refers to the Sabrerunner class USS Passaro as an 'old tub.' Despite its registry (like all Steamrunners), it appears to be much newer than the California class. And even if the Steamrunner/Sabrerunner class was new as of ST:FC where it first appeared (2373), that's only 8 years before LDS. It shouldn't be that old.
 
Perhaps, in this case, it wasn’t so much about the years, but rather the mileage? The ship may have been rode hard and put away wet, with much of its systems barely able to function.
 
It's possible the writers were just thinking of the real world, where the Steamrunner design is currently twenty-seven years old rather than thinking in-universe where the design would be somewhat newer.

I know I certainly think of 1996 as being a way back when year. I was still in elementary school back then.

Yes it was. It was missing the burst emblem, but it had the red markings like all the other ships.

Because we were told that no Starfleet ships were attacked, yet there it was? Because we didn’t see any abducted Starfleet officers from the Passaro on the planet with the other abducted ships’ crews, implying the Passaro had no crew?

But that wasn't Locarno's modus operandi. Starfleet vessels were not being targeted, and there were no Starfleet officers abandoned on the planet. So where did this ship come from? You say it was stolen, but the previous information refutes that hypothesis.

Not everything needs to be explained, use your imagination with the evidence on hand.

If people are asking the question, then that’s the fault of the writers for not providing an adequate answer. Telling the audience to ‘use your imagination’ because you couldn’t be bothered to come up with an explanation yourself is a cop-out. The onus is on the writer, not the writer's audience.

Locarno’s whole deal for the entire season was stealing ships, so I don’t really think the writers needed to add a line specifically explaining how he also stole this particular ship. But perhaps there was a line that was cut for time. These things happen.
 
What always confused me was why, after the targeted ships were allegedly destroyed, we see massive amounts of debris floating around with species logos on them, consoles and other flotsam. Then, when Mariner finds Locarno’s fleet, there they all are, still intact and given a kind of war paint. Where did all the debris come from when they were all simply disabled and towed away?

Was it from other ships that were destroyed and then the debris jettisoned in their wake once they left the area? That opens up other problems about ship identification and how they would eventually be determined not to be the ships that were lost, but other unrelated ships from maybe a junkyard from Qualor II or something.

TNG and other 24th century shows demonstrated a high level of forensic analysis capability through simple metallurgical scans. I forget, did that bit of exposition ever get mentioned in dialogue by Locarno or anyone else?

Yes, but they beat it over the head all season that no Starfleet ships were lost. But lo, there’s the Passaro hanging around without any explanation. And I doubt a one sentence line about why it was there was cut for time. I think they just wanted to tribute Mr. Passaro and made a Starfleet ship named after him (which was a nice gesture in and of itself), but thought no further about it than that. Just my opinion.

There must be some in-universe explanation. Because in the VOY: "Think Tank" episode, there's massive fake debris of Voyager.
