Yeah, you're right about that - it's the one thing we've seen (that I can think of, anyway), where she got more than the usual treatment of "We'll tolerate you, but don't ever ask for an upgrade" until Dal came along and broke that ceiling by being allowed into SFA. I mean, why let him in (especially if he had designs on the command path) if they never had any intent on eventually assigning him to a ship and being promoted?

@Nerys Myk's thought about her becoming the SFA Commandant. It would be considered a high-profile placement (generally political) showcasing how "progressive" Starfleet has become about Augments, without going "all the way" and giving her command of an actual vessel once her tour of duty was complete on Enterprise, which I suspect would have happened not long after the time of Pike's accident. An interesting question - would Kirk have wanted her there?
