I think someone at some point retconned it into being the symbol of the House of Kor, but that wouldn't make sense if others had used it.

Tbf, its not like we know how large the extended families of Kor and Kang are. There hasn’t been much focus on them.

Its possible at some point Kang and an ancestor of Worf’s were a part of the House of Kor, only to no longer be associated with that house later on.
