Maybe, but when Mike Sussman (who wrote the IAMD bios) was asked about it, he confirmed he wrote them without knowledge of what was going to happen in TATV, and likewise while writing TATV Berman and Braga did not know about the bios. Indeed, Sussman was surprised after IAMD aired that the bios ended up being as readable as they were.The only conflict between TATV and IAMD's bio screen (also of note: the date of Archer's death was never onscreen and comes purely from background info later released) is the date of Archer's command (2150-2160) conflicting with TATV's date of 2161.
Shran is out of the service in 2161, but must be a General by 2164. It's not an insane idea for him to be reinstated and promoted in three years.
