The reason why TNG reused movie models and stock footage (besides the fact that they were available) was because the production was notoriously stingy when it came to building new ships. At first it was because they didn’t want to spend the money if the show got cancelled after the first few seasons (a valid reason), but once TNG soared in popularity, the stinginess still remained. The production didn’t even want a new model built for the Enterprise-C in “Yesterday’s Enterprise” and would have had to rely on reusing either the Enterprise-A or the Excelsior to represent the ship until unsung hero Greg Jein was able to build a new model.
But that was the age of physical models. There’s really no excuse why a more advanced CGI ship couldn’t have been modified from the existing DSC production assets. Heck, the Cardenas class already even looks more like it belongs in the 24th century instead of the 23rd. It would have needed the barest of changes.

Anyone notice the shuttles in the rescue armada over Utopia Planetia, that we saw in the preview? TrekYards has a good shot in their latest videos, but they don’t mention the shuttles. The shuttles look new, or at least, non-Discovery.
The shape suggests a reuse or mild reskinning of the angular shuttles seen in the 2009 movie but never afterwards.
I think we saw something akin to those on the Kelvin, which would put them Pre-Nero Changes and in the Prime Universe.But it's not just old but from the alternate reality, isn't it?

Basically everything is different. The pylons are new and don't have a cross-connect halfway. The primary hull isn't even a saucer, and doesn't appear to feature any elements copy-pasted from other designs. The nacelles have a familiar shape but the openings and protrusions are all in new places. The ramplike towing fixture has not been seen before.
So, are these the "warp-capable ferries" the reporter spoke of? Or just the tugs that bring materials to UP for construction of said? The containers being towed don't appear particularly capable, of warp, impulse or much anything else. But they could well be towed dormitories for moving the refugees, making the reporter technically inaccurate. Not exactly news...
