Probably so, but really speaking that remains to be seen. At this point one could still reasonably argue that their appearances are only of metaphorical and symbolic importance and thus only significant to the audience.
That is after all how they started out with the Hunter's Moon episodes.

At the very least though, we can be reasonably sure that they are in fact, not wolves.

I remember I didn't quite get it when I saw it. Then my uncle provided a detailed explanation of what was happening.

It started out light-hearted, but it got way too preachy and heavy-handed well before that finale. I agreed with its social and political positions, but I felt it presented them too stridently and intrusively, at the expense of the entertainment value.
