Yeah. To me, TOS is very much influenced by the Post WWII zeitgeist, The Federation is America. The Klingons are the Russians. The Romulans are the Chinese. And the Vulcans are the Japanese, an enemy turned firm ally. While Japan wasn't conquered per se, it was defeated and occupied.
