As far as transporters not working here...

I look at it as simply the villains found ways to affect Starfleet transporters. As time goes on, tech advances, but somebody always find a way to undo it or make it ineffective. Then Starfleet engineers find a way to counter that, villains find a counter to that counter, and the cycle keeps going.

Ok but why have cadets even bother trying? They actually managed to get the drive online so a group of starfleets best engineers might have done even better.

Right it is a graveyard but in the middle of space. It seems well known as the furies easily breached it and also got onto the ship with no problem. Is anyone watching over it to make sure no one steals starfleet technology? It just seems incredibly dangerous to bring cadets out for a training mission to an area that seems to be known to hostile species and has no safeguards to protect cadets when they are in training. A cadet died during the exercise. This is a group of cadets with one semester of learning under their belts. Not nearly enough.
The answer all around is that the writers just didn't care about the situation having any sort of internal consistency with the rest of the universe.

Military secrets are fleeting.

Right. It just seemed really stupid. If I were that kids father I would want to know why a hostile alien murdered him. How did they get into that situation on a training class to visit an old starship. It should have been a completely secure area. These are first year students with only one semester of learning so far.

People don't mourn in the future

It should have been a holodeck.

They're first year cadets, not fourth year, they should have still been going through safe basic training simulations not sent out into the field on repair missions.

Too bad Peter Preston and the runners didn't have that option.
Peter Preston wasn't a first year cadet.

And it's kind of funny you brought that up as by the 24th century Starfleet had learned it's lesson and kept it's training ship within the Sol system.

It was in a secure area, the Furies weren't expected to be there.
No it wasn't, a secure area would have been inside a Federation controlled star system not in open space less then an hour away from the Venari Ral.

Exactly this. They've been in class for 3-4 months, and even moreso that that, the curriculum seems to be based on learning mostly about mass debating, keeping blue raspberry mucus and talking plants alive, ancient mythology, and unsolved mysteries. They get several rotations of field training in their second and further years.

It's pretty clear that the graveyard is in Federation space.

Intelligence only suspected the Venari Ral were operating nearby, but they stated they had no idea where Braka actually was. He was clearly hanging around in the vicinity waiting for the Athena to arrive, so not an indication that Venari Ral space was less than an hour away.
