Sorry if this has already been resolved — I’m playing catch-up and tend to read the first five plus the last page of these episode threads. The transport phasers were used by “Galen’s” fellow pirates in the two-part seventh-season TNG episode Gambit, which is why Picard was believed to be dead. I always thought they were a cool idea: a way to take prisoners for intelligence rather than simply vaporising your enemy.
