He's not a "Robot", he has a synthetic body, if you grow meat in a lab it's also considered synthetic but it's still muscle tissue.
It's pretty clear he's still organic, just constructed rather than natural.
And interestingly, like Picard's glimpse of him in the beginning of episode 3 when they're going back in time, the scene is a snippet from a previous scene with him. So, we've really only had Q at the end of episode 1, the beginning of episode 2, at the end of episode 4, and throughout episode 5. Every other time has been through another character's memory and/or dialogue.He was there for a fraction of a second when Soong prepped himself mentally for running over Renee.
