I think the implication here is that there would be no other power as beneficent as the UFP had historically been about a situation like this, regarding a regime that for centuries had been universally distrusted, feared, & largely reviled. Point being, for Romulans in need, the UFP was the last stop for humanitarian aid, & even they backed out of their longstanding principles & turned awayThat’s what I don’t understand. I'd suggest the 'wildly out of character' part is precisely why those people have been so disappointed with him. Disappointment is generally wrapped up in high expectations.
Your second point is definitely something to think about though. Those parts do seem thinly written; either that or Picard is a selfish asshole and we know that's not true.

IMHO this is a damn "Dark Ages" for this franchise's universe. When the Federation closes its doors to people in need, begins sanctions and bans on specific types of life forms, & spits vulgarities at its model representatives, then I must agree with Picard, that this is not Starfleet anymore
