No it wasn't. DS9 also did not take place in the Federation. DS9 also made it very clear that Earth was a utopia even if DS9, Bajor etc wasn't. Also if you think DS9 was anti-Roddenberry you don't actually get DS9.
The Federation we are seeing in Picard is literally Trump/Brexit era UK/US with teleporters and shuttlecraft. No way in a million years would the Federation have such a massive cultural shift in the span of a few years dropping all it's ideals for petty xenophobia and racism. Especially when Earth itself has suffered far worse attacks from the Breen, Borg and Xindi which did not result in widespread xenophobia and racism.
This show is just the lame "Failed Federation" plot that gets pitched, without actually having the guts to actually destroy the Federation.

And that doesn't stop the fact it's just not the same character, the mannerisms are different, the thought processes are entirely different, the way he's speaking and acting is entirely different.
People can change, but not that much and this just isn't the same character. This IS Professor Xavier from Xmen though. If you go watch Logan you will see he is playing Professor X here.

I think this is their attempt to make Trek more "grounded" in today's world, with sex, swearing and political intrigue. But I always wanted Trek to be more about tomorrow than today. Regardless, I liked this better than the second episode.

No, Picards was glowing when Rios was calling in. I thought it was a random spotlight, but the friggin combadge was GLOWING! Don't got a screenshot of it but someone else will.If you mean that badge Soji was wearing, the answer is yes! It flashed green right when she was holding Ramda's hand and agitated her.
Just in the previous episode the Romulan with the weird hairstyle said something like "If your badge flashes green, run."
It seems to suggest that Soji inadvertently turned on some Borg tech in Ramda.

Especially since they come from two different places. The actress playing the Romulan is Irish and is just using her natural accent. The holo's accent is some weird affectation of Rios, who also has a holo with an English accent.Why is that any more noteworthy than an American accent?
