I don't think Picard was aware of the weapons stash.
I think he used one though in the big fight and didn't have a moment afterward to ask, "How did that holstered weapon get under my wooden desk?". He must have known it was there. And there was another hidden gun, too. There were multiple hidden guns in that scene and he wasn't surprised by them. So either he hid them or the Tal Shiar servants did and he's fine with it. Maybe they're all paranoid living on 24th century Earth on a wine vineyard.

I'd be a little more tolerant of this if the Tal Shiar said, "We're really concerned about the Zhat Vash finding you and think we should take some extra precautions to safe guard the home. Also, where's Number One?" but instead we get random hidden weapons that show up out of nowhere to save the day.

IIRC. the weapon he used was not hidden.
 
I liked it. Better than I liked "Maps and Legends." Interesting, the Romulan "suicide with extreme prejudice" pill makes another appearance.

I didn't recognize Hugh even after his name came up. That, even though I was expecting him to turn up.
 
The stuff with the Romulan Culture gets explored more in the rest of the episodes. Hugh has a good storyline too.
