Since he turned out to be Daniels I imagine a lot of how he dressed and behaved in DSC was probably surface affectation.

When Georgiou asked why Kovich was wearing glasses, his answer was "they make me look smarter." Which some chose to interpret as meaning his glasses are just a fashion accessory.
