Bringing back Nick Locarno is the kind of thing that LDX tends to do: the off hand and often forgotten antagonists of previous series, not unlike the Pakleds. It allows them to play with the parallelism between him and Tom Paris.Well before LD's inception, though. At the time, I think Locarno was supposed to be laid to rest forever. No one was expecting a show as irreverent as LD to occur.

IMHO a lot of the rules in Hollywood that are meant to ensure that someone gets paid for their work actually just mean that nobody will use something for free because nobody is ever going to pay the money to begin with. Or so it seems from this angle.

I loved the Mariner/Sito connection, and it explains a lot. Though the confession was a touch too easy, but OK. But Lower Decks is a top 20 TNG episode for me, and I oove the callback.
I loved poking fun at Star Wars and that Captain Freeman knew what she was doing, mostly. Loved the Tholian Web & Corbamite Manuever callbacks. NOT being a puppet was hilarious. As was Boimler's "teach me to tap dance, Beverly Crusher" dream. Tom Riker lives! And the return of Lacarno!

Thomas Riker is alive. Tuvok survived the Picard finale. If Sito is alive, I may even have hope for Ro, as Matalas indicated there was a version where she was transported out prior to the explosion & later found.

Keeping them dead is the consequence, a reminder of the people who died because of Starfleet's failure.You'll have to be clearer than that with me because I don't think I get your point. I'm guessing that's from "The Drumhead" and I think you're maybe saying that Starfleet took their eyes off the ball, but it still has no effect on whether a resurrected Ro or Shelby would have "consequences" that would somehow be negated by their mere presence. And I maintain Ro or Shelby is very unlikely to ever be mentioned again.
I'm not asking for their resurrections. Just that "let there be consequences" is pretty irrelevant for characters who hadn't appeared in 30 years and had no close relationships with any of the characters from the show they were killed in, so are unlikely to be motivators for any other characters, alive or dead. Even Picard's angry reaction to Ro felt forced. And we don't even have any reason to believe we will revisit the 25th century.
