Surely they'd have space to give all crew proper quarters, rather than having Lower Decks sleep in a hallway? Or maybe she's got lots of unseen empty volume inside like the rear of the Enterprise saucer in Star Trek Beyond, or the hollow USS Discovery.

They probably just reconstituted the High Command at some point after ENT.
An assimilated Vulcan in Voyager also said they worked for the Vulcan High Command. I doubt they were assimilated in the 22nd Century. It's possible, but unlikely.The Vulcan High Command was re-established by the beginning of Discovery.

This episode's portrayal of the Vulcans (which was quite good) reinforces my view that IDIC doesn't apply to Vulcans among themselves, it's their mantra for keeping sane in dealing with the rest of the universe.
