This strikes me as a false equivalency. We have Strange New Worlds, we have Prodigy and even Lower Decks has a positive, if comedic twist. I would at least be curious to see the Section 31 show and what it has to offer rather than just go "oh, it's too dark and grity and the world is already bad so no." Sorry, but I want Star Trek to have a measure of realness to it. My favorite episodes are ones that provide a challenge to my world view, not ones that reaffirm it. My favorite series didn't always have happily ever after.so I personally would prefer a more optimistic spin-off.

I think the fact that Picard which was originally envisioned as only 3 season deal, is increasingly getting talk of either getting bonus seasons or a spin off series (the talk of all of a sudden change in possible Picard plans post Season 3 says a lot about how good the season is) puts Section 31 at risk.
Paramount has made it clear that there is only so much space for Star Trek series, so go with such a risky show as Section 31 with likely tone that will be divisive when you have unifying opportunities like Star Trek: Legacy (preposed Star Trek: Picard spin off), Star New Worlds, the two animated series, all of which are broadly less grim dark (or likely to be in Legacy's case).
Best case scenario for Section 31 is a one off mini series like a Star Trek Ms. Marvel or Wandavision, six or seven episides and it's done. Maybe same with Star Fleet Academy too. Just to clean out things that have been promised so they cam focus on stuff that will have broader support and more fans.
But he wants to do more, how is that carrying?(P+ had to carry Sir Patrick over the Finish line just to complete Picard).
