I don't think Lore will be a villain. I think he'll be an anti-hero.

Sir Patrick has said that he has to "to think about it" should they ask for a fourth season, but he wasn't ruling anything out, his new style when it comes to Trek is to not rule things out in any way anymore, lol. Goldsman also said in an interview that they would be willing to do a fourth season if the fandom asks for it and demands it. Wouldn't be the first time the fandom managed to get what it wants. (Hint: Strange New Worlds.)
On the other hand we must not forget or ignore that everyone is promoting the (for now) final season of their show. Of course they want to get hype and attention, and getting people to watch under the premise of "there could be more TNG nostalgia for you if you like this" is an excellent marketing strategy (for a change, Paramount is not known for this sort of thing otherwise, lol) that seems to keep fannish wishes and hopes up exactly right.
Matalas, however, has also said that the third season kinda passes things on to the next next generation. So... my guess is more around "we'll get a 25th century show with guest appearences from TNG characters". That would satisfy both the need for new things and the immense TNG nostalgia the fandom still has. And it would be good for Sir Patrick from a workload perspective - guest appearances mean he wouldn't have to work as much and he wouldn't have to carry the show on his shoulders as the series lead anymore.
The much talked about Starfleet Academy series could fit that bill, seeing as he was (is?) Chancellor of the Academy
Wesley was 15 when he first took the Entrance Exam. There were Cadets serving on the Valiant said to be 17. Chekov was 17 years old and in his fourth year at the Academy in the Kelvin Timeline. There is nothing that says people have to be 18 to enter the Academy. Indeed, considering the US military allows people as young as 16 to serve it seems odd that the allegedly non-military Starfleet which is otherwise based on the US military in every imaginable way makes people wait until they're 18.Dal and Gwyn are 17, and people go to the Academy when they're 18, IIRC

Indeed, in a society where kids are doing calculus when they're 5, someone who is 16 should be able to handle whatever Starfleet Academy is going to throw at them.Yeah, and with a people as evolved as the Federation I have no doubt that being 16 they will be able to join the Starfleet.
